The Demise of the 28-Article Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of opposing developments captured the grim essence of the current period. By day, diplomatic battles are fought: optimistic declarations are delivered from multiple capitals. Immense energy is expended on containing specific proposals. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the primary tool for achieving "settlement".

After-Dark Attacks

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is equipped to monitor missile launches from Russian territory, a capacity provided through current data. From observation points, defense planes that had been dispatched to engage hostile guided weapons roared overhead – modern combat jets supplied to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems engaged: defensive missiles targeted at a incoming threat. This was a modern interception technology at work, presumably provided by allied countries. Every launch shakes the surroundings, causing tremors. The instant of fear quickly becomes grim resignation: maybe the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and another blackout.

Continuous Dangers

Following this, a large-caliber weapon opened up on a drone somewhere nearby, part of a rapid response unit – probably Western-made equipment. Unfortunately, the bullets missed the opposing UAV – it maintained course toward its destination.

Periodically, this carried on until dawn. Kyiv greeted the daybreak reports: several casualties, damage and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's vital need on international aid – a reliance that regional partners are clearly incapable to replace in the immediate future.

Failed Diplomacy

The comprehensive proposal from Washington generated strong feelings, debate and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new approach from Washington adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This trend will, no doubt, continue.

Strategic Calculations

It is easy to blame particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a principle understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government presumes that it is impossible to pressure the Kremlin to relinquish the territory that it presently holds in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, Washington does minimal to discourage Russia, through diplomacy or military means, from assuming that the situation will not change more in its favour in the coming year.

Opposing Positions

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but averting a complete military breakdown until circumstances change in its advantage.

Present Conditions

Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are becoming relevant: leadership ambitions to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their mission will now be much harder after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a just a single week to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.

While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, mainly require continued Western support.
